RICCAR is implemented under the auspices of the Arab Ministerial Water Council and further derives its mandate from resolutions adopted by the Council of Arab Ministers Responsible for the Environment, the Arab Permanent Committee for the Meteorology and the ESCWA Ministerial Session.
